Works Minister Rohan Sinanan has called for a report on who dropped the ball on the Beetham project this morning.
Unauthorized works on the project caused traffic congestion for hours heading into Port-of-Spain.
When the project was launched three weeks ago the minister said works will be limited to weekends to ensure there is no inconvenience to the country's workforce.
But late Wednesday night a portion of works - due to take one hour - was started with one of the three lanes being shut off to motorists.
The minister says delays resulted in work shutting off at 5 am.
Speaking with CNC3 Sinanan said he was unaware of the work as it was not in accordance with the schedule.
He has ordered a report and in the meantime contractors have been strictly limited to the weekends.
